I went back about 2 months, but I did install some software in the meantime which may also have muddied the water. Double-click on Network Adapter and right-click on the NIC, select Uninstall. Turns out for some reason the WAN Mini-port drivers were malfunctioning. Version 1 tries to disable Wan miniports first, version 2 is a bit more aggressive and removes Wan miniports without disabling (and uses a bit different method for miniports enumeration).

I had some trouble as the restore points weren't all that solid for some reason.
Now click “Create a Restore Point”. As I mentioned - I went back a system restore point and that fixed things for me.
